 it's a way to engage; hopefully to elicit some kind of response. other times i think it's just for shock.

 The entire concept of the "Flirt" is to determine sexual interest from a distance.

So if you get a flirt , he's telling you he is interested/attracted to you.

You are in no-way obligated to be interested/attracted to him [or her].
